Kampala Archdiocese Organizational Structure

Archibishop's Office (The Chancery)

The Archbishop’s Office (historically known as the Chancery) is the heartbeat of the Kampala Archdiocese’s mission. Under the leadership of His Grace Paul Ssemogerere, this office balances the sacred duty of spiritual guidance with the practical needs of a modern archdiocese.

Here is how the Office serves our community:

  1. Spiritual Stewardship & Vision
    First and foremost, the Archbishop is our Shepherd. His office ensures that Kampala Archdiocese remains a vibrant, authentic home for the Universal church. From our smallest parishes to our largest cathedral, the office provides the teaching and spiritual direction needed to keep our mission alive and focused on Christ.
  2. Managing Our Collective Resources
    The Office oversees the “big picture” of Kampala Archdiocese’s Infrastructure, Assets, schools, hospitals, and charitable works. By practicing careful financial stewardship, we ensure that every resource is used to uplift the poor, support the marginalized, and maintain the heritage of our Archdiocese.
  3. Caring for Our Clergy
    A healthy Kampala Archdiocese depends on its healthy spiritual leaders (clergy). The Archbishop’s Office is dedicated to the well-being of our priests and deacons: managing their assignments, supporting their ongoing education, and ensuring they have the tools they need to serve their parishioners effectively.
  4. The Public Voice 
    The Office acts as a bridge between the Church, its community and the wider world. Whether engaging with civic leaders or collaborating with community partners, we represent the Catholic voice in the public square, advocating for justice and the common good.

In addition to being overall Head, the following departments are directly under him.

  3. WEKEMBE Microfinance
  4. Ssaabasumba Annual Appeal Fund (SAAFU)
  5. Finance and Diocesan Investments
  6. Shrines and prayer Centres – (Namugongo, Kiwamirembe, Bukalango, Entebbe Vincentian Retreat Centre, Nsangi Vincentian Retreat Centre).
  7. Uganda Martyrs’ Guild Development Foundation (UMGDF)
  8. Chancery and Human Resource

These departments and functions that report directly to the Archbishop’s Office.

If the Archbishop is the primary visionary of our Archdiocese, the Vicars General are the hands that bring that vision to life. Acting with his executive authority, they ensure the daily mission of the Kampala Archdiocese stays on course and remains responsive to the needs of our community.

In Kampala Achdiocese, we are uniquely blessed with two “vision-bearing” leaders: Msgr. Vincent Rogers Mukasa Kabuye and Msgr. Gerard Kalumba. Working closely with the Archbishop, they bridge the gap between high-level leadership and the everyday pulse of our parishes.

How They Serve Our Archdiocese:

  • Coordinating Our Mission (The “Chief Operating Officers”)
    Often serving as the Moderators of the Curia, our Vicars General act as the operational heart of the Archdiocese. They coordinate a wide range of vital offices (including the Pastoral Department and our various Development Projects) ensuring that every team is working in harmony to serve the Kampala Archdiocese community.
  • Empowering Schools and Social Services
    Beyond the church walls, this office provides oversight for our Catholic schools and social services. By managing these essential institutions, the Vicars General help ensure that our faith continues to make a practical, positive impact on the lives of all people in Kampala Archdiocese.
  • Direct Support and Problem-Solving
    The Vicars General serve as a direct link for our clergy and lay leaders. They are the primary problem-solvers, providing the guidance and administrative decisions necessary to keep our spiritual and community programs running smoothly.
